These are the general objectives covered in the Fishing With Phonics program. A sample specific objective follows each general objective.

1. Decoding
The students will decode and orally read one to four syllable words using 60 common phonemes with greater than or equal to 90% accuracy.

Sample: The students will decode and orally read one and two syllable words using the “r” controlled phonemes er, ir, ur, or, and ar with greater than or equal to 90% accuracy.

2. Sight Word Recognition
The students will orally read 230 high frequency irregular sight words with greater than or equal to 90% accuracy.

Sample: The student will orally read 10 or more irregular sight words each week with greater than or equal to 90% accuracy.

3. Vocabulary Comprehension
The student will demonstrate word comprehension mastery by correctly using 1,400 vocabulary words in the context of “cloze” sentence exercises with greater than or equal to 80% accuracy.

Sample: The student will correctly use 20 or more vocabulary words in the context of “cloze” sentence exercises each week with greater than or equal to 80% accuracy.

4. Fluency
The student(s) will increase general reading fluency and speed.

Sample: The students will increase reading speed from _____ to _____ words per minute when presented with a passage at the ___  level. The student will learn to read with inflection and expression as measured by teacher running records.
